arrested on Chinese soil, he was consequently amonable
to Chinese jurisdiction only.
His Excellency, in spite of further argument on
my part, declines to abandon his original intention, and
has referred the matter to the Fai Wu Pu. It, therefore,
becomes my duty to submit the whole question to you, and
I have no doubt that the Government of Hongkong will
also approach you on the matter.
The representations I have made to the Acting
Governor-Gonorul, I venture to think, sufficiently
explain the attitude I have taken up, and I have nothing
I can woll adduce in further support thereof.
